Interior territories in Portugal and alojamento local exemptions – Mais Habitação

Update: In May 2024, the new government proposed the reversal of several measures introduced by the “Mais Habitação” package, including restrictions on licence issuance outside the interior territories listed in this article. The interior territories – Mais Habitação

The “Mais Habitação” legislative changes, approved on October 6, 2023, suspended with immediate effect new short-term rental licenses in Portugal, with the exception of some regions and parishes, including part of the official interior territories.

“Mais Habitação” and the interior territories

Among a set of restrictions for previously issued licenses, the “Mais Habitação” package also restricts the issuance of new licenses throughout the national territory, in accordance with the new article 19.º of the Decreto-Lei n.º 128/2014, with some exceptions.

One of them is the entire extension of the territories considered to be interior, that don’t have any restrictions on the issuance of new short-term rental licenses when the municipalities are not in a declared situation of housing shortage.

In addition to this, the interior territories are also exempt from paying the CEAL tax.

The interior territories

The list of interior territories referenced in “Mais Habitação” was published on July 13, 2017 in Order No. 208/2017 under the National Territorial Cohesion Program (PNCT).

Below is an extensive and detailed list of the municipalities and parishes considered “interior” by the Portuguese government, distributed by the respective NUT III, organized alphabetically.

Alentejo Central

The municipalities of Alandroal, Arraiolos, Borba, Estremoz, Évora, Montemor-o-Novo, Mora, Mourão, Portel, Redondo, Reguengos de Monsaraz, Vendas Novas, Viana do Alentejo and Vila Viçosa in their entirety.

Alentejo Litoral

The municipalities of Alcácer do Sal, Grândola, Odemira and Santiago do Cacém in their entirety.

Algarve

The municipalities of Alcoutim, Aljezur, Castro Marim, Monchique and Vila do Bispo in their entirety and also, in the municipality of Loulé, the parishes of Alte, Ameixial, Salir, the Union of the parishes of Querença, Tôr and Benafim, in the municipality of Silves, the parish of São Marcos da Terra and, in the municipality of Tavira, the parishes of Cachopo and Santa Catarina da Fonte do Bispo.

Alto Alentejo

The municipalities of Alter do Chão, Arronches, Avis, Campo Maior, Castelo de Vide, Crato, Elvas, , Fronteira, Gavião, Marvão, Monforte, Nisa, Ponte de Sor, Portalegre and Sousel in their entirety.

Alto Minho

The municipalities of Arcos de Valdevez, Melgaço, Monção, Paredes de Coura, Ponte da Barca and Vila Nova de Cerveira in their entirety and also, in the municipality of Caminha, the Union of the parishes of Arga (Baixo, Cima and São João), the Union of the parishes of Gondar and Orbacém, and the parish of Dem, in the municipality of Ponte de Lima, Ponte de Lima, the parishes of Anais, Ardegão, Freixo and Mato, Association of parishes of the Vale do Neiva, Bárrio and Cepões, Beiral do Lima, Boalhosa, Cabaços and Fojo Lobal, Cabração and Moreira do Lima, Calheiros, Estorãos, Friastelas, Gemieira, Gondufe, Labruja, Labrujó, Rendufe and Vilar do Monte, Navió and Vitorino dos Piães, Poiares and Serdedelo, in the municipality of Valença, the parishes of Boivão, Fontoura, the Union of the parishes of Gondomil and Sanfins and the Union of the parishes of São Julião and Silva, and in the municipality of Viana do Castelo, the parish of Montaria.

Alto Tâmega

The municipalities of Boticas, Chaves, Montalegre, Ribeira da Pena, Valpaços and Vila Pouca de Aguiar in their entirety.

Porto Metropolitan Area

The municipality of Arouca in its entirety, and also, in the municipality of Vale de Cambra, the parishes of Arões and Junqueira.

Ave

The municipalities of Cabeceiras de Basto, Fafe, Mondim de Basto, Póvoa de Lanhoso and Vieira do Minho in their entirety, and also, in the municipality of Guimarães, the Union of the parishes of Arosa and the parish of Castelões.

Baixo Alentejo

The municipalities of Aljustrel, Almodôvar, Alvito, Barrancos, Beja, Castro Verde, Cuba, Ferreira do Alentejo, Mértola, Moura, Ourique, Serpa and Vidigueira in their entirety.

Beira Baixa

The municipalities of Castelo Branco, Idanha -a -Nova, Oleiros, Penamacor, Proença-a-Nova and Vila Velha de Ródão in their entirety.

Beiras and Serra da Estrela

The municipalities of Almeida, Belmonte, Celorico da Beira, Covilhã, Figueira de Castelo Rodrigo, Fornos de Algodres, Fundão, Gouveia, Guarda, Manteigas, Meda, Pinhel, Sabugal, Seia, and Trancoso in their entirety.

Cávado

The municipalities of Terras de Bouro and Vila Verde in their entirety and also, in the municipality of Amares, the parishes of Bouro (Santa Marta), Goães, the Union of the parishes of Caldelas, Sequeiros e Paranhos, and the Union of the parishes of Vilela, Seramil e Paredes Secas.

Douro

The municipalities of Alijó, Armamar, Carrazeda de Ansiães, Freixo de Espada à Cinta, Lamego, Mesão Frio, Moimenta da Beira, Murça, Penedono, Peso da Régua, Sabrosa, Santa Marta de Penaguião, São João da Pesqueira, Sernancelhe, Tabuaço, Tarouca, Torre de Moncorvo, Vila Nova de Foz Côa, and Vila Real in their entirety.

Lezíria do Tejo

The municipalities of Chamusca and Coruche in their entirety and also, in the municipality of Santarém, the Union of the parishes of Casével and Vaqueiros.

Médio Tejo

The municipalities of Abrantes, Constância, Ferreira do Zêzere, Mação, Sardoal, Sertã, Vila de Rei, and Vila Nova da Barquinha in their entirety and also, in the municipality of Tomar, the parishes of Olalhas, Sabacheira, the Union of the parishes of Além da Ribeira and Pedreira, the Union of the parishes of Casais and Alviobeira, and the Union of the parishes of Serra and Junceira. In the municipality of Ourem, the parishes of Espite, the Union of the parishes of Freixianda, Ribeira do Fárrio and Formigais, the Union of the parishes of Matas and Cercal, and the Union of the parishes of Rio de Couros and Casal dos Bernardos.

Aveiro

The municipality of Sever do Vouga in its entirety and also, in the municipality of Águeda, the Union of the parishes of Belazaima do Chão, Castanheira do Vouga, and Agadão, and the Union of the parishes of Préstimo and Macieira de Alcoba.

Coimbra

The municipalities of Arganil, Góis, Lousã, Miranda do Corvo, Mortágua, Oliveira do Hospital, Pampilhosa da Serra, Penacova, Penela, Soure, Tábua, and Vila Nova de Poiares in their entirety and also, in the municipality of Condeixa-a-Nova, the parish of Furadouro.

Leiria

The municipalities of Alvaiázere, Ansião, Castanheira de Pêra, Figueiró dos Vinhos, and Pedrógão Grande in their entirety and also, in the municipality of Pombal, the parish of Abiul, and in the municipality of Porto de Mós, the parish of São Bento.

Viseu – Dão – Lafões

The municipalities of Aguiar da Beira, Carregal do Sal, Castro Daire, Mangualde, Nelas, Oliveira de Frades, Penalva do Castelo, Santa Comba Dão, São Pedro do Sul, Sátão, Tondela, Vila Nova de Paiva, and Vouzela in their entirety and also, in the municipality of Viseu, the parishes of Calde, Cavernães, Cota, Ribafeita, São Pedro de France, and the Union of the parishes of Barreiros and Cepões.

Tâmega e Sousa

The municipalities of Baião, Celorico de Basto, Cinfães, and Resende in their entirety and also, in the municipality of Amarante, the parishes of Ansiães, Candemil, Gouveia (São Simão), Jazente, Rebordelo, Salvador do Monte, the Union of the parishes of Aboadela, Sanche, and Várzea, the Union of the parishes of Bustelo, Carneiro, and Carvalho de Rei, the Union of the parishes of Olo and Canadelo, and Vila Chã do Marão, in the municipality of Castelo de Paiva, the parish of Real, and in the municipality of Marco de Canavezes, the parish of Várzea, Aliviada, and Folhada.
